The Allegory of Shepherdhood as a Prerequisite for Just Leadership in Sanai's Hadiqat

In Section 15 of Hadiqat al-Haqiqah, Sanai employs the allegory of the shepherd to define the prerequisites of just leadership. Using the example of Moses (Kalim), he argues that the ability to lead and protect humanity is predicated on a trial of 'shepherding' lower beings. This signifies that true justice is not merely an abstract decree but a character trait refined through patience, care, and the protection of the vulnerable, which must precede the exercise of power over humans.
