The Development Dilemma of Two Cities

Two adjacent cities, Northtown and Southtown, are independently deciding on an economic development project. They have two options:

  1. Collaborate: Work together to build a large, shared industrial park. This is costly but would generate massive, shared economic benefits if both participate.
  2. Go It Alone: Each city builds its own smaller, independent business center. This is less costly and provides moderate benefits.

If one city chooses to 'Collaborate' but the other chooses to 'Go It Alone', the collaborating city incurs huge costs with little return, while the 'Go It Alone' city reaps its own moderate benefits plus some spillover advantages from the other's large project. If both 'Go It Alone', they both receive moderate benefits. If both 'Collaborate', they both receive the highest possible benefits.

In an essay, analyze this situation. Explain why, even though collaboration yields the best outcome for both cities, they might end up in a situation where both choose to 'Go It Alone'. In your analysis, discuss how the pursuit of individual self-interest by each city, without coordination, can lead to a result that is worse for both of them compared to what is achievable through cooperation.
