The Fragility of Policy Promises

A country successfully lowers its high inflation rate by announcing and implementing a fixed exchange rate. However, two years later, inflation begins to rise again. Without a binding institutional change, explain the underlying reason why such a policy, despite initial success, is often not sustainable in the long run.
