The Lighthouse Profitability Problem

A private company builds a lighthouse to guide ships into a busy harbor. The light from the lighthouse is visible to all ships in the area, regardless of whether they have paid for the service. The company attempts to charge a fee to all ships that use the harbor, but it finds that many ship captains refuse to pay, knowing they will benefit from the light anyway.
