The Paradox of Low Investment

Imagine an economy where the central bank has significantly lowered interest rates, making it very inexpensive for firms to borrow money for new projects. Despite this, economy-wide business investment remains stagnant. Analyze this situation by explaining why low borrowing costs alone might fail to stimulate investment if firms' expectations about future economy-wide spending are pessimistic.
