The Paradox of the Public Park

Imagine a public park where anyone can have a picnic. If everyone cleans up their own trash, the park remains beautiful for all to enjoy. However, cleaning up requires a small amount of individual effort. Explain why, if every individual acts solely to minimize their own personal effort, the park might end up filled with litter, even though everyone prefers a clean park to a littered one.
