The Persistence of Inefficient Outcomes

Imagine two collaborating firms must decide which of two technology standards to adopt for a joint project. Standard A is a new, more efficient technology that would yield higher profits for both firms if they both adopt it. Standard B is an older, less efficient technology, but it is the one the firms have historically used. Explain, using principles of strategic interaction, how it is possible for both firms to end up adopting the less efficient Standard B, even when they are aware that Standard A would be mutually beneficial. In your explanation, describe why neither firm might be willing to be the first to switch to the better standard.
