All of these potential agreements are considered economically efficient, meaning that within this set, it's impossible to make one party better off without making the other worse off. The agreements range from one that maximizes the company's profit to one that maximizes the community's well-being (in terms of environmental quality and other benefits). Given this situation, explain why a final agreement is not automatically determined and what role negotiation plays in reaching a resolution.
