Most specialized schools are located in urban locations, making it hard for people in rural areas to attend them. Additionally, many families with disabled members are impoverished, meaning that they cannot afford to get these special tools or go to specialized schools.

Due to disabilities, it is estimated that 463 thousand people between 6 and 15 years old are not in school. If each child went to school for about 6.37 years, the average number of years of schooling as of 2005, this would mean 3 million years of schooling are lost in total. It is estimated that the income lost due to lack of attendance is about 11 U.S. cents per person per day, or about $26.2 million U.S. in total each year.

Assuming that all of the adults would otherwise be working, about 126 million days of work are lost. At an average daily wage rate of 1.86 US dollars per person, as of 2006, about $234 million U.S. is lost in total each year.
