Urban Transit Investment Evaluation

A city is considering two initiatives to improve urban mobility: (1) expanding its existing subway system by adding more trains to current lines, and (2) subsidizing a new city-wide electric scooter sharing service. Analyze and compare both initiatives in terms of how the value for an individual user is affected as the number of total users changes.
