Vocational training programs for people with disabilities were limited to occupations commonly seen as suitable for them, such as massage for blind people, tailoring for deaf people, and computer graphics for people with mobility impairments. Many vocational lacked accreditation and necessary skills to teach people with disabilities, restricting their access to other occupations and reducing their ability to choose a profession freely.
