Add a retainage buffer to the cash reserve target

Once the fixed-cost coverage target is set, add a separate retainage buffer. When clients hold back about 5–10% of billing until a job is finished, that money cannot be used to pay operating expenses even if it is recorded as an asset. Treat the usual retainage balance as cash that is temporarily unavailable and include it in the reserve target. Review the buffer each quarter, because project size and retainage rates can change.
