Analyzing a Shared Resource

A small, remote community maintains a shared pasture where all residents are allowed to graze their cattle. The pasture can sustainably support a total of 100 cows. However, if more than 100 cows graze, the quality of the grass degrades, reducing the amount of food available for all cattle. It is impractical for the community to fence off sections or constantly monitor how many cows each resident puts on the land. Based on its two primary economic characteristics, explain why this shared pasture is likely to be overused.
