Evaluating a Policy for a Shared Pasture

A small, isolated village relies on a shared pasture for grazing their cattle. The pasture is open to all villagers, but as more cattle are added, the quality of the grazing land deteriorates for everyone. To address this issue of overgrazing, the village council proposes a new system: they will issue a limited number of 'grazing permits,' with each permit allowing one cow to graze for a year. These permits will be distributed equally among all village households and can be freely bought and sold among villagers.
