Analyzing Behavioral Dynamics in a Public Goods Game

An experiment on voluntary contributions to a group project initially showed that cooperation dwindled over time, with average contributions falling to very low levels. However, when a system was introduced allowing participants to actively penalize those who contributed little, average contributions not only recovered but doubled from their starting point by the end of the experiment. Analyze the likely behavioral mechanisms that explain both the initial decline in cooperation and the dramatic reversal observed after the introduction of the penalty system.
