Analyzing Competing Views of Fairness

A small town receives a large, one-time government grant to improve community well-being. A town hall meeting is held to decide how to spend the money. Three proposals emerge:

  1. Proposal A: Distribute the money equally to every household in the town as a direct cash payment.
  2. Proposal B: Use the money to build a state-of-the-art medical clinic, as the town's current healthcare facilities are outdated and serve the most vulnerable residents poorly.
  3. Proposal C: Invest the money in a job training program and small business incubator to create long-term economic opportunities for residents.

Analyze why a well-intentioned citizen could reasonably argue in favor of any of these three proposals as the 'fairest' option. In your analysis, identify the distinct underlying principle or standard of fairness that each proposal seems to prioritize.
