Evaluating Fairness in Disaster Relief Allocation

A coastal town has received a large, one-time government grant for disaster relief after a major hurricane. The town council must decide how to allocate these funds among its residents. Two primary proposals have emerged:

Proposal 1: Distribute the funds based on the monetary value of property damage each household sustained. Households with more expensive homes that suffered greater financial losses would receive more aid.

Proposal 2: Distribute the funds equally among all households that were officially displaced by the storm, regardless of their income level or the value of their property.

Analyze these two proposals. In your analysis, identify the underlying fairness principle guiding each proposal and explain how a third party could reasonably argue against the fairness of each one, based on a different set of values.
