Consider the two hypothetical scenarios below. Analyze the primary reasons for the government's failure to protect the environment in each case. Explain how the distinct characteristics of the government and economic system in each scenario contributed to the specific outcome.

Scenario A: A democratic government faces public pressure to address air pollution. However, a proposed policy to significantly tax the profits of the largest industrial polluters is ultimately abandoned after a powerful industry group launches an expensive public relations campaign against it and lobbies politicians, warning of job losses and economic decline.

Scenario B: In a centrally planned economy, the government's five-year plan prioritizes rapid industrialization above all else. State-owned factories are given high production targets. While environmental protection laws exist on paper, they are not enforced against these factories because doing so would hinder their ability to meet the centrally-mandated quotas, which are the primary measure of the government's success.
