Evaluating Environmental Policy Strategies

An international environmental agency is advising two countries, Country Alpha (a democracy) and Country Beta (a centrally planned economy), on how to address severe industrial pollution. The agency proposes two primary strategies:

  1. A nationwide public awareness campaign highlighting the health impacts of pollution, combined with direct cash subsidies for citizens who adopt green technologies.
  2. Strict, centrally-enforced emissions caps and heavy fines for non-compliant state-owned industrial facilities.

Critique these two strategies. For each country, which strategy is more likely to be effective and why? Your evaluation should be based on the typical reasons why different political systems may struggle to implement environmental protections.
