Analyzing Grounds for Dismissal

A manufacturing company has a policy that any employee found using their work computer for non-work-related activities for more than one hour per day will face disciplinary action, up to and including dismissal. The company's business has slowed significantly due to a recession. Management informs an employee, Alex, that their position is being eliminated as part of a company-wide reduction in force to cut costs. However, the day before the dismissal, the IT department had presented a report showing Alex had spent, on average, three hours per day on social media sites over the past month. Based only on the official reason given to Alex by management, was this a termination for cause?
