A remote island community relies on a single lighthouse to guide ships safely to its harbor at night. The light is crucial for the fishing boats that support the local economy and for preventing shipwrecks on the rocky coast. The lighthouse is currently run by a private family, but it is old and needs significant, expensive repairs they cannot afford. Two proposals are being debated:

  1. The Firm Model: Allow a private company to take over the lighthouse, repair it, and charge every ship a fee each time it uses the harbor.
  2. The Government Model: Have the local government use tax revenue to repair and operate the lighthouse, making its service free for all ships to use.
