Comparing Enforcement Strategies for a Shared Resource

A city council wants to encourage residents to conserve water. They are considering two different policies to enforce water usage limits:

  • Policy 1: A system of significant fines is established. A team of inspectors is hired to actively monitor water meters daily and issue fines to households that exceed the limit. This policy is widely publicized.
  • Policy 2: The same system of significant fines is established and publicized. However, the council announces that they will only conduct sporadic, infrequent checks, relying primarily on residents' voluntary cooperation.

Evaluate the potential long-term effectiveness of Policy 2. In your answer, discuss its primary advantage over Policy 1 and identify a key risk that could cause it to fail.
