Mechanisms for Sustaining Cooperation

Imagine two community-run volunteer projects. Both aim to maintain a local park. To ensure everyone contributes, both projects establish a rule: members can vote to impose a small monetary fine on anyone who consistently fails to complete their assigned tasks.

  • In Project A, fines are regularly issued to non-contributing members. This has resulted in a consistently high level of participation.
  • In Project B, the fine system is well-known, but it has never actually been used. Despite this, Project B also enjoys a consistently high level of participation.

Analyze the underlying behavioral principle that explains the success of Project B, and compare it to the mechanism at work in Project A.
