Conflict Over a Coastal Economy

A coastal community's economy relies on two main industries: a large commercial fishing fleet and a thriving tourism sector centered on the local coral reef. The fishing fleet uses a highly efficient but destructive technique that significantly increases their profits but causes severe damage to the reef. The owners of the fishing fleet do not live in the community. The decline of the reef is leading to a sharp drop in tourism, affecting local hotel owners, dive shop operators, and restaurant staff.
