Constructing a Strategic Scenario

Construct a 2x2 payoff matrix for a two-player game. In your matrix, the first number in each cell represents the payoff for the Row Player, and the second number represents the payoff for the Column Player. The matrix must be designed so that one of the Column Player's strategies is their best response regardless of which strategy the Row Player chooses. After creating the matrix, briefly explain your reasoning.
