Critique of a Green Technology Subsidy Policy

A government is considering how to support the launch of a new, but very expensive, home water purification technology that has significant environmental benefits. One policy advisor argues: 'We should not offer subsidies at the very beginning. A small, dedicated group of consumers with strong environmental values will purchase this technology anyway, even at a high price. Their purchases will be enough to get the market started.' Evaluate the strengths and weaknesses of this advisor's argument.
