Two neighboring regions, North and South, share a single river for their agricultural economies. Each region must independently decide whether to 'Conserve' water or 'Overuse' it. Without communication, the individually rational choice for both is to 'Overuse', leading to a poor outcome for both.

Propose a specific, enforceable agreement that would successfully move both regions to the 'Conserve' strategy. Your proposal must explain why the terms would be acceptable and beneficial to both North and South compared to the non-negotiated outcome.
