Consider two distinct scenarios where two countries must decide on an environmental strategy:

Scenario A: Each country has a dominant individual incentive to continue polluting, which leads to a poor outcome for both. A much better outcome is possible for both countries, but only if they can trust each other to adopt costly pollution-reduction measures simultaneously.

Scenario B: There are two different, but equally effective, new green technologies available. The greatest benefit for both countries occurs if they both adopt the same technology, creating a common standard. If they adopt different technologies, the benefits are minimal.
