Comparing Negotiation Strategies in Climate Games

Consider two separate scenarios involving two countries deciding on climate policy.

Scenario A: Each country benefits most if it pollutes while the other restricts emissions. However, if both pollute, they end up with a worse outcome than if they had both restricted emissions.

Scenario B: Both countries agree that adopting a common renewable energy standard is better than having different standards. They have two equally effective standards to choose from but have slight preferences for different ones. The worst outcome for both is if they fail to adopt the same standard.

Compare and contrast the role and potential challenges of negotiation in helping the two countries achieve a mutually beneficial outcome in Scenario A versus Scenario B.
