Designing a Strategic Interaction with Multiple Stable Outcomes

Construct a 2x2 payoff matrix for a two-player, simultaneous-move game that results in exactly two stable outcomes. For each player, define their two possible actions. After creating the matrix, explain why both of your identified outcomes are stable by demonstrating that neither player has an incentive to unilaterally change their action in those specific outcomes.
