Evaluating a Development Proposal

A small coastal town's economy relies on a stable, traditional fishing industry. A corporation proposes building a new factory that will create many high-paying jobs, significantly boosting the town's total measured income. However, projections show that pollution from the factory will damage the local marine ecosystem and reduce fish stocks, harming the fishing industry. A local official argues: 'This factory is an undeniable win for our community. The new income generated will be far greater than any income lost from fishing, so our overall standard of living is guaranteed to rise.' Critically evaluate the official's argument. Is their conclusion about the standard of living being 'guaranteed to rise' a valid one? Explain your reasoning by discussing what their calculation might be omitting.
