Evaluating a Policy Change

A city council is considering a new policy to re-route bus services. The current allocation of services results in an average commute time of 40 minutes for residents in Neighborhood A and 40 minutes for residents in Neighborhood B. The proposed new allocation would change the routes, resulting in an average commute time of 30 minutes for residents in Neighborhood A, but an average commute time of 45 minutes for residents in Neighborhood B. Based on the principle that a change is an improvement only if it benefits at least one party without making any other party worse off, would this policy change be considered such an improvement? Explain your reasoning.
