Evaluating a Policy Proposal through Allocation Components

A city council is debating the use of a vacant plot of land. One proposal is to create a large public park, which would provide recreational space but generate no direct revenue. An alternative proposal is to allow a manufacturing company to build a new factory, which would create jobs and tax revenue but also generate noise and air pollution for the surrounding residential area. A third, compromise proposal is put forward: The factory will be built, but the manufacturing company must pay a special annual 'community impact fee' to the city, which will be used exclusively to fund noise-abatement measures and air quality improvements for the affected homes.

Critically evaluate this compromise proposal. In your answer, first identify the two primary components of the allocation being changed (the specific 'good' or 'bad' and the monetary/income transfer). Then, argue whether this new allocation is necessarily more efficient than the original situation (no factory, no park). Justify your reasoning.
