A chemical plant is located upstream from a popular public beach. The plant's operations result in a foul odor that reduces the enjoyment of beachgoers. The plant currently has no restrictions on its operations. Propose a change in the allocation between the chemical plant and the beachgoers that could potentially lead to a more efficient outcome. In your proposal, you must clearly identify:

  1. The 'bad' being allocated.
  2. The proposed change in the allocation of this 'bad'.
  3. The corresponding change in the allocation of 'other income' for both the plant and the beachgoers.
  4. Explain why this new allocation could be considered an improvement for both parties.
