Evaluating a Policy to Alleviate Poverty

The ruler of a large, pre-industrial agricultural kingdom observes that their people live at a bare subsistence level. To improve their welfare, the ruler decrees that the kingdom's entire grain surplus from an unusually good harvest should be distributed equally among all families.
