Evaluating a Policy to Overcome Urban Lock-in

A mid-sized city has developed over decades to be highly dependent on private automobiles. Residential neighborhoods are far from commercial centers, and the road network is extensive. This has led to significant traffic congestion and pollution. To address this, the city council proposes a single, major policy initiative: to make all public transportation (buses and a small, existing light-rail line) completely free of charge for all residents.

Critically evaluate the likelihood that this single policy will be sufficient to shift the city away from its car-dependent state. Justify your position by analyzing the forces that keep the current situation in place.
