Evaluating a Proposed Economic Study on Job Training

A city government wants to determine the causal effect of a new job training program on the employment rates of its unemployed residents. They propose the following study: They will offer the program for free to all unemployed residents in a particular neighborhood. One year later, they will compare the employment rate of those who voluntarily enrolled in and completed the program against the employment rate of those who did not enroll. Based on your understanding of experimental economic methods, critically evaluate this research design. Identify the single most significant methodological flaw and explain why it prevents the researchers from reliably concluding that the program caused any observed difference in employment.
