Imagine a community with two farmers, Farmer A and Farmer B. A new irrigation plan is proposed.

  • Current Situation: Farmer A gets 10 units of water, and Farmer B gets 10 units.
  • Proposed Plan: Farmer A would get 15 units of water, and Farmer B would get 8 units.

Explain why the principle that an allocation is an improvement only if at least one person is better off and no one is worse off cannot be used to determine if the proposed plan is an improvement over the current situation.
