Evaluating a Work-Life Balance Policy

A company proposes a new policy allowing employees to voluntarily reduce their work hours by 10% with a corresponding 10% pay cut. An economist argues this policy will only increase overall employee happiness if, for the average employee, their personal valuation of an extra hour of leisure is currently greater than their hourly wage. Critically evaluate this economist's argument.
