Evaluating Environmental Policy Approaches

Two policymakers are debating the most efficient way to reduce industrial pollution.

  • Policymaker A proposes a centralized solution: 'The government must mandate that every factory install a specific, government-approved type of pollution-scrubbing technology.'
  • Policymaker B proposes a decentralized solution: 'The government should set an overall pollution limit, issue tradable permits to factories, and allow them to buy and sell these permits among themselves.'

Evaluate these two proposals from an economic perspective that focuses on the relative strengths of centralized and decentralized systems. In your analysis, explain which approach is more likely to achieve the pollution reduction at a lower overall cost to society and why. Your answer should also discuss the underlying principles that determine when one type of system is more efficient than the other for a given economic activity.
