Evaluating Policy Arguments on Worker Displacement

A foundational 1993 economic study, which analyzed administrative data over many years, demonstrated that workers involuntarily displaced from stable jobs suffer, on average, substantial and long-lasting reductions in their earnings, even after finding new employment.

Now, consider the following scenario: A state legislator is debating a proposal to significantly increase funding for long-term job retraining programs for workers laid off from a recently closed manufacturing plant. An opponent of the proposal argues, 'This funding is an inefficient use of taxpayer money. The labor market is dynamic, and these workers will find new jobs relatively quickly. Any temporary dip in their income is a normal part of economic adjustment and doesn't warrant a large government program.'

Based only on the findings of the 1993 study as described above, critically evaluate the opponent's argument.
