Evaluating the Tangency Condition for Optimal Choice

A student of economics claims that the best possible combination of two goods for any consumer is always found where their budget line is tangent to one of their indifference curves. Critically analyze this statement. In your answer, describe a scenario where this 'tangency rule' would correctly identify the optimal choice, and then describe a different scenario where the optimal choice would occur at a point where the budget line is not tangent to an indifference curve.
