Interpreting Economic Data on Work and Income

An economic researcher observes that, on average, individuals in Country X work 1,500 hours per year with an average income of $40,000, while individuals in Country Y work 2,000 hours per year with an average income of $60,000. The researcher concludes that the citizens of Country X must have a stronger preference for leisure than the citizens of Country Y. Analyze the validity of this conclusion. In your analysis, explain why this raw data alone is insufficient to determine preferences and describe at least two other potential factors that could explain the observed differences.
