In Section 9 of the Mosibat Nameh, Attar uses the encounter between the mystic Khwajah Akkafi and Sultan Sanjar to critique the legitimacy of royal wealth. Akkafi asserts that he must pay alms (zakat) to the Sultan, claiming that Sanjar is the poorest of men because his entire treasury is extracted from his subjects rather than being his own rightful property. Through this paradox, Attar illustrates the Sufi teaching that worldly rulers who rely on exploitation are spiritually and materially bankrupt, possessing nothing of their own and carrying the burden of systemic injustice.
