Long-Term Interest Rates as a Policy Instrument During QE

During the period following the 2007-2009 financial crisis, when central bank policy rates were at the zero lower bound, quantitative easing (QE) effectively shifted the focus of monetary policy. Instead of the short-term policy rate, long-term interest rates became the primary instrument used by central banks to influence the economy.
