Published in 1978, the Belmont Report is a set of federal guidelines in the United States that was prompted by concerns over the Tuskegee study and other ethical violations. It explicitly recognized three core moral principles for research: seeking justice (distributing risks and benefits fairly), respect for persons (acknowledging autonomy and requiring informed consent), and beneficence (maximizing benefits while minimizing harms). This report became the foundation for federal regulations regarding human subjects.

A foundational moral principle in psychological research is that a study is only ethical if its potential benefits outweigh its risks. This ethical evaluation can be challenging, as the risks and benefits are often not directly comparable and may affect different groups; for instance, a study might pose significant risks to the research participants while offering substantial benefits primarily to the scientific community or society.

Weighing Risks Against Benefits

The moral principle of seeking justice requires researchers to treat all individuals fairly and ensure an equitable distribution of both the risks and benefits associated with scientific research. On an individual level, this means fairly compensating participants and offering effective treatments to control groups at the study's conclusion. On a broader societal level, it demands that historically marginalized or vulnerable populations—such as institutionalized individuals, disabled people, or ethnic minorities—do not bear a disproportionate burden of research risks, a standard established in response to past historical atrocities.

These regulations apply to all research that is conducted, supported, or regulated by the United States federal government. An extremely important mandate of this policy is the requirement for institutions receiving federal support to establish an institutional review board to evaluate research protocols.
