Neighborhood Watch Dilemma

In a small neighborhood, residents can volunteer to patrol the streets for two hours each week. This patrol is personally costly in terms of time and effort. However, any increase in neighborhood safety resulting from the patrols benefits all residents, including those who do not volunteer. Explain why this situation creates a conflict between what is best for an individual acting alone and what is best for the group as a whole.
