Primacy of Non-Rivalry in Defining Public Goods

While public goods are commonly defined by the dual conditions of being non-rival and non-excludable, an alternative analytical approach prioritizes non-rivalry as the fundamental characteristic. This perspective is useful because it allows for a distinct classification of goods that are non-rival in consumption but for which exclusion is feasible, namely excludable public goods or club goods.
