Non-Rivalry

A good is non-rival if its availability to one person means it can be made available to everyone else at no additional cost. This quality, the primary characteristic of a public good, means that potential users are not in competition with each other for the good. For example, national defense protects all citizens simultaneously, and an expert weather forecast can be viewed by anyone without preventing others from also viewing it.
