Resolving a Shared Resource Dilemma

Two fishing companies are the only operators in a shared fishing ground. Each company must decide whether to use sustainable fishing practices or to overfish for maximum short-term gain. If both overfish, the fish population collapses, harming both companies in the long run. The local government is considering several policies to encourage sustainable fishing. Evaluate the following proposals and determine which is most likely to effectively resolve this social dilemma. Justify your answer by explaining how your chosen policy alters the incentives for each company.
